Living in Florida as an Arab: Orlando & Jacksonville Guide 2026
Florida has no state income tax, but it recently changed its driving exam rules in a way that matters to every new arrival who isn't yet fluent in English.
In short: Florida has no individual state income tax at all, making it financially attractive for new Arab arrivals. But note this: as of February 6, 2026, all driver's license exams are given in English only, with no interpreter. The 2026 minimum wage is $14.00/hour through September 29, then $15.00 from September 30.
Florida and the Arab Community: Where People Live
Florida doesn't have a single historic Arab enclave the way Michigan has Dearborn, but Arab communities exist across the state. By ancestry data, the largest concentrations are in Jacksonville, once home to a historic "Little Syria" of early-1900s Lebanese and Syrian immigrants, followed by Tampa, Orlando, and greater Miami, with residents of Arab descent spread across 59 of Florida's 67 counties.
There's no statewide Arabic-language government service or marketplace, so the community relies more on local mosques and cultural centers as the first point of contact for services.

Housing Costs in Florida
The U.S. Department of Housing and Urban Development (HUD) publishes official Fair Market Rents each year, calculated separately for every Florida county or metro area rather than as one statewide figure. The gap between Orange County (Orlando), Duval County (Jacksonville), and the Miami area is large, so we won't quote a single number here that could mislead you.
For the exact FY2026 figure for your area, use the official lookup tool at HUD USER's site and select your county or metro area directly. To understand the rest of your monthly budget, see the Cost of Living in the USA guide.
Driver's License: FLHSMV and the Important February 2026 Change
Florida's driver's license agency is the Florida Department of Highway Safety and Motor Vehicles (FLHSMV), and transactions run through flhsmv.gov or an in-person visit (often at a county tax collector's office).
Very important: per FLHSMV's official announcement of January 30, 2026, as of February 6, 2026, all Florida driver's license exams — knowledge and skills, including oral exams — are administered in English only. Interpreter services are no longer permitted, and printed exams in languages other than English have been removed. The only exception is American Sign Language (ASL) used to communicate in English. Before this date, knowledge exams had been offered in several languages, including Arabic, for most non-commercial license classes.
In practice, this means a new arrival who isn't yet comfortable in English should prepare well before testing — studying a translated copy of the official rules handbook for study purposes and taking intensive English classes if possible. See the Driver's License in the USA guide and the DMV Test in Arabic guide to compare against states that still offer translated exams.
- Gather your documents. Proof of legal presence, Social Security number, proof of identity, and two proofs of Florida residential address.
- Study the official rules handbook carefully. Since the exam is now English-only, budget extra preparation time.
- Book an appointment at an FLHSMV office or county tax collector's office. You'll take a photo and a vision exam along with the knowledge test.
- Pass the road skills test after meeting the practice requirements for your age and license class.
No State Income Tax in Florida
Florida is one of the few states with no individual income tax at all, written into the state constitution. That means your paycheck has no state income tax withheld, regardless of its source.
| Tax type | Rate (as of September 2026) |
|---|---|
| State individual income tax | None |
| State base sales tax | 6% |
| Optional local discretionary surtax (by county) | Up to an additional 2% in some counties |
No state income tax doesn't mean you're exempt from federal income tax — that's separate and still owed to the IRS. For official sales tax details, see the Florida Department of Revenue. For steps on your first federal filing, see the First Tax Return guide and the complete U.S. Taxes guide.
Health Coverage: AHCA and the Federal Marketplace
If your job doesn't offer health insurance, Florida residents have two main paths.
Florida Medicaid is run by the Agency for Health Care Administration (AHCA). For eligibility and how to apply, see the official AHCA Medicaid page.
Florida does not run its own marketplace — it uses the federal exchange at healthcare.gov for subsidized plan enrollment. See the Health Insurance in the USA guide and the Medicaid for Immigrants guide, and check timing in the Marketplace Open Enrollment guide.
Florida's 2026 Minimum Wage
Under a constitutional amendment Florida voters approved in 2020, the minimum wage rises gradually each September until it hits $15/hour.
| Period | Hourly rate |
|---|---|
| Through September 29, 2026 | $14.00 |
| From September 30, 2026 | $15.00 |
| Tipped workers (from September 30, 2026) | $11.98 |
After reaching $15, the state switches to an annual inflation-indexed adjustment instead of the fixed schedule. For official details, see the official minimum wage page, and to compare against other states, see the Minimum Wage by State guide.
Renting and Tenant Rights Basics
Florida's landlord-tenant law is set out in Chapter 83 (Part II) of the Florida Statutes. Key points:
- The landlord must notify you in writing within 30 days of receiving your deposit, stating where and how it's held.
- After the lease ends, the landlord has 15 days to return the full deposit if not making a claim, or 30 days to send written notice of intent to claim part of it.
- A landlord who fails to give proper notice forfeits the right to any deduction and must return the full deposit.
For the full legal text, see Chapter 83 of the Florida Statutes via the Florida Senate's website. If you don't have a credit history yet, see the Renting an Apartment with No Credit guide.
Enrolling Kids in School
Every child residing in Florida, regardless of immigration status, has the right to attend free public school. On enrollment, parents complete a home-language survey to identify potential English language learners (ELL), and eligible students may be placed in an ESOL support program within 30 days of the start of the school year.

Common Mistakes New Arrivals Make in Florida
- Assuming Arabic is available for the driving test. Since February 2026 it's English-only, with essentially no exceptions.
- Confusing no state income tax with no federal tax. The federal tax is always still owed.
- Assuming one rent figure applies statewide. County-to-county gaps are large — check your specific county's number.
- Signing a lease without reading Chapter 83 first. It sets strict deadlines for deposit returns you should know in advance.
